The Air Force Civilian Service (AFCS) is looking for a Full Time, Information Technology (IT) Specialist (GS-2210-12), performing duties as a Junior ServiceNow Developer and Configuration Manager, working at the Headquarters Air Force (HAF), Digital Transformation Activity (DTA), at Joint Base San Antonio (JBSA), Randolph Air Force Base (AFB), in Universal City, Texas.
Salary ($108,001 - $140,403) based on experience.

Qualifications/Requirements
In this position you will serve as a hands‑on problem‑solver with a growing passion for the ServiceNow platform. We’re looking for a Junior ServiceNow Developer/ Configuration Manager to support the design, configuration, and maintenance of our enterprise service management solutions. In this role, you’ll work closely with senior developers and platform leads learning best practices, build your technical skills, and contribute to meaningful enhancements across the Now Platform.
Additionally, you will help configure core modules, support application development tasks, and assist with maintaining the overall health and stability of our ServiceNow instances. This role is ideal for someone who is eager to learn, comfortable working in a collaborative environment, and ready to grow into a more advanced developer position over time.
Must be a U.S. Citizen
Must be able to obtain and maintain a current “Secret” Security clearance.
Must be able obtain and maintain the appropriate level of Information Assurance certification for the position and assigned duties.
Incumbent must be able to maintain expert knowledge of the Joint Technical Architecture and the Department of Defense (DoD) Architecture Framework.
Knowledge of wide range of software development principles, concepts, and methods as well as techniques, processes, developing, delivering, managing, and maintaining HR information systems when the paramount knowledge requirement is human resources management. Knowledge of Air Force-level program goals and objectives, organizational structures and the relationship of various DoD and Air Force entities involved in overall policy and planning, sequence, and timing of key operational events; milestones; execution of military operations and evaluations; the PPBS support process: and methods of evaluating the effectiveness of planning actions related to actual events to provide Air Staff-level staff guidance and or conduct studies. Knowledge of program management principles, methods, and practices including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments. Ability to plan, organize, and lead staff of a small to medium sized organization.
Highly Desired Experience/Knowledge
Basic understanding of ServiceNow or similar enterprise platforms. - Foundational knowledge of JavaScript, including simple client‑side or server‑side scripting. - Familiarity with ITSM processes, CMDB concepts, service catalog workflows, or SPM fundamentals. - Exposure to Agile/Scrum development practices. - Interest in learning how to troubleshoot issues, debug scripts, and support integrations. - A desire to grow into a full ServiceNow developer role.

Certified System Administrator (CSA) (Optional as you grow) - Certified Application Developer (CAD) - Certified Implementation Specialist – ITSM (CIS‑ITSM) - Certified Implementation Specialist – SPM (CIS‑SPM) You will be evaluated for this job based on how well you meet the qualifications above.
